Yes, you can merge two partitions without formatting them using a professional partition manager. In Disk Management of Windows, you will find no merge option, and you can only extend a partition when it has adjacent unallocated space behind it.
Thus, I recommend trying a powerful partition master software - EaseUS Partition Master. It can merge two adjacent or non-adjacent partitions without formatting them. With the help of its "Merge" function, you can simplify the management of partitions.
Notification: Important data loss could result from deleting partitions. Thus, creating a backup of the entire hard drive for recovery is advisable.
Step 1. Right-click on the D drive and click "Merge" to select the adjacent or non-adjacent partition to combine(You may choose the E drive here.). Hit "OK" to move on.
