It showed 20TB of storage during installation, but Windows 2016 now shows 2 TB. What is my solution at this point? What should I do to stop this from happening again if I need to wipe and reinstall it?

It may be due to the partition style if you can't see the remaining partitions in Windows Server beyond 2TB. Your partition style is set to MBR. You need to understand the difference between MBR vs. GPT first.
Once you understand the considerations and differences, you can view all your hard drive partitions by converting MBR to GPT. To avoid data loss, I recommend you use EaseUS Partition Master Server. This is a safe and secure third-party tool.
