To install Windows 10 on a new PC without an operating system, you need a bootable USB drive or DVD as installation media.
The installation media must contain complete Windows 10 setup files to complete the OS installation process. EaseUS Todo Backup can help you create a bootable USB drive or DVD. Once you properly created a bootable media, here is the detailed guide about installing Windows 10 on a fresh PC without OS:
Step 1. Connect the bootable USB or DVD to your new PC, then restart the computer.
