Is It Better to Back Up Your Computer to a Local Hard Drive Or to the Cloud?

I wanna create a backup of my Windows 10 computer data, which is about 1TB. Should I backup to Cloud or hard drive? Are there any suggestions? Why? Thanks in advance.
