The OEM transfer will be done from one desktop motherboard to another. This is not illegal in any way. When I bought the computer, I also bought everything that came along with it. It can be done as long as only one computer has the activated OS because OEM operating systems are configured to the specifications of the motherboard. It could be configured to any motherboard. However, I'm not entirely sure if this will work or how to go about doing it.

As you mentioned, the OEM license key is preinstalled on the motherboard and can't be transferred to another computer. However, if your OEM Windows 7 is a retail upgrade installed by the brand name, you can quickly move it to an external hard drive, such as SSD, using a professional migration tool. And then, connect and set up the disk to the new computer.
My recommendation is EaseUS Partition Master, a reliable migration software that is designed for beginners. The Migrate OS feature will fulfill most users' need to transfer system and boot partitions without reinstalling Windows OS.
It's simple and light to the OS migration with the following steps:
Notice: The migration process might delete the partitions and data on your disk for insufficient unallocated space. Ensure you have restored the critical data to an external hard drive.
Step 1. Take out the hard disk of your new computer to connect and initialize it to the old PC.
Step 2. Open the EaseUS Partition Master after downloading, and use the "Disk Clone" tool.
Step 3. Choose the "Migrate OS" option and check the source and target disk. Click "Next."
(Ensure the popping warning message by clicking "Yes," then preview your target disk's layout and customize it.)
Step 4. After these, click "Start" to start the migration.
To make the new computer boot from the target disk, you need to change the boot drive settings in the BIOS setup. Here is how to do so:
To launch the OEM system, you need to contact Microsoft and ask if they can reset the license key. Learn more information about transferring Windows to another PC:
