Is There a Way to Clone a Hard Drive to a Smaller Hard Drive?

I recently purchased a new 250GB HDD, and I want to replace my old hard drive (500G in total, with 340G free) with Windows 10 installed. I, therefore, wish to copy everything to my new hard disk. However, the new HDD is smaller than the previous one, which presents an issue. Can I clone a 500GB HDD to a 250GB HDD? Is it possible to clone a drive to a smaller drive, in other words?
